WHMCS has made it so that you can allow users to validate their email accounts, but hasn’t set forth any real restrictions for this. Basically, if you’ve got an account which hasn’t been validated, you can still do anything that you could do before.

As the email verification only works if you’ve got verification enabled, you’ll want to ensure that it actually is enabled. You can do so by going to admin -> setup -> security, and ticking the option :
Request users to confirm their email address on signup or change of email address
We are in the process of developing a bulk email that can be used for this. It will be added to this product at no cost, in the future. In the meantime, you will need to click on each client’s name and then click the ‘resend validation email’ button at the top of their profile.
In order to require user validation before ordering, you will need to enable ‘require login before order’ in addon configuration, then tick the option to require the user validation before order.
Make sure you do not have independent site registration disabled, otherwise this will not function as desired.
